A Study on social welfare of migranting children education -- Taking Shanghai city as an example
Abstract：At beginning of 1979,China's economic structure changes and the coastal area is rapidly developing. For the imbalance of economic development and the policy that China allowed the free flow of population, a large number of migrant workers with families migrate , especially Shanghai. With the free population migration, more and more social problems happened. For the children, the most basic is education. Only with the development of society, more and more people pursue fairness and social welfare. In addition, the emergence of new media, migrant children education problems caused extensive debate . Not the students science also start to pay attention to migrant children education problem from their own perspective. This thesis mainly discusses whether migrant children enjoy the same educational benefits as local children. This paper introduces the Countermeasures of tne formation of migrant children ,education problem and the corresponding problems.

一、绪论
随着1979年来经济体制改革不断深化和经济结构重大的调整，我国农村劳动力长期停滞的局面逐步被打破，农村劳动力开始以空前的规模和速度向外转移。举家外出务工是外来务工的一种重要形式，那么对于如何解决他们的儿女教育问题是一项极其重要的任务。
2013年5月9日全国妇联课题组发布的《我国农村留守儿童、城乡流动儿童状况研究报告》显示，流动儿童高度集中在中东部发达地区，但部分中西部地区流动儿童在当地城镇儿童中所占比例也比较突出。部分地区流动儿童占当地儿童比例很高，如上海市每10个儿童中就有4个是流动儿童。这个数据不难看出现今人口流动越来越频繁，其中上海市是目前人口流动最大的省市之一。随着流动人口增加，流动儿童教育问题也变得越来越严重了，因此解决流动儿童教育问题对整个社会是极为重要的。
