网络媒体对政府公共决策的影响

Abstract
Compared with traditional media, online media particularly the Internet which is called the "fourth media" can not only help the public acquire policy information, but also it can give the public feedback about the social problems immediately, making it the public opinions, which will attract the government's attention and urge it to make a decision that is concerned about people’s interest. Although online media has brought a lot of positive effects, it also has some negative sides. For example, some injustice cases resulted from the improper report of the media. So, this article is about how online media affects the public decisions of the government, especially its negative effects by analyzing several cases. The study shows that the government as well as its citizens are led to use the online media properly by setting up comprehensive websites and specialized agencies, excuting real-name system and strengthening the function of supervision, which will promote the positive interaction between the online media and the government and also help the government to make a more scientific and democratic decision.

浅析网络媒体对政府公共决策的影响
随着社会发展与改革开放不断深入，互联网已经成为人们生活中必不可少的交流工具。相对于传统媒体，网络媒体以其更大的影响力作用于政府公共决策。同时新媒体的迅猛发展加剧了危机信息的传播，使危机管理面临前所未有的挑战。自从网络媒体在政府公共决策中占据越来越重要的地位，它对政府公共决策的影响是不可忽视的。如2014年的两个重要事件，“3.1云南昆明火车站暴恐事件”以及“呼格案”在各方面都深受网络媒体舆论的影响。网络媒体的舆论作用在政府危机管理过程中发挥着重要影响作用，政府的执政表现也在其中很好的表现出来。在这个基础上，本文想要研究几个问题。首先，网络媒体的出现对现有的舆论格局产生什么新的变化。新兴的网络媒体媒介必定是有与传统媒体所不具备的优势与特点。其次，网络媒体所形成的新的舆论格局对政府公共决策的影响特别是消极方面的影响是怎样的。在研究方法方面，分别运用了问卷调查法、数理统计法、文献研究法、案例分析法和比较研究法。
