摘要: 随着城乡经济发展水平差异的加大,历史、经济社会发展不平衡的遗留,乡村师资力量较城市相比十分薄弱,城乡师资力量的差异已成为制约教育公平发展的重要因素,城乡义务教育均衡发展改革势在必行。本文在对杭州市城区小学教师的流动意愿进行个案访谈后发现,杭州市城区小学教师流动意愿受到个人、家庭、学校、社会等多方面因素的影响。基于此,提出系列促进杭州城区小学教师城乡合理有序流动的建议:教师层面:加强师德建设,提升教师幸福感;学校层面:改革教师评价机制,建立科学管理制度;政府层面:完善城乡教师流动机制,促进城乡教师待遇一体化;社会层面:提升乡村教师地位,增强社会职业认同。

With the increase in the level of economic development between urban and rural areas, and the unbalanced development of history and economic society, the strength of rural teachers is very weak compared with that of cities. The difference between urban and rural teachers has become an important factor restricting the development of education in an equitable way. Development reform is imperative. In this paper, after interviewing the teachers' willingness to move primary schools in the urban areas of Hangzhou, it was found that the primary school teachers' willingness to move in urban areas in Hangzhou received personal, family, school, and social influences. Based on this, this paper proposes a series of suggestions to promote the reasonable and orderly flow of primary school teachers in urban and rural areas of Hangzhou: Teacher level: Strengthen the construction of teachers' morality and teachers' well-being; School level: Reform the teacher evaluation mechanism and establish scientific management system; Policy level: Improve urban and rural teachers The mobility mechanism promotes the integration of urban and rural teachers' treatment; at the social level, it promotes the status of rural teachers and enhances social professional identity.
