上海机构养老的困境及相关对策研究

Abstract: Urban population aging phenomenon becomes more and more serious in Shanghai. As more and more old people out of the door, select into the institutions endowment pattern,both opportunities and challenges exist for institutions. Some basic requirements is not meet old people, institution endowment is becoming more and more desperately seeking for a better development model, jumping out of the inherent model development. This paper makes a research on the plight of the institutions endowment ，staying into institutions for observation, interviewing on this basis, with the questionnaire survey to study on institutional pension difficulties and find solutions. It puts forward the model of a variety of common development, fundamentally improve the pension mechanism. Government, society and institutions work together to promote endowment service specialization. On public opinion, we should Show the strength of the mass media, alling for social attention to old man,this will make it real abetted.

一、研究背景：
上海作为老龄化城市最严重的城市之一，对城市发展产生了重大的影响。老年人的数量还在不段增加。按照人口学的测算标准，老年人口的年龄起点一般定为60岁或者65岁，60岁及以上老年人口占总人口比重达到10%或者65岁及以上老年人口占总人口比重达到7%的国家或地区被称为进人老年型社会。
从上海老龄网可知，截至2012年12月31日，全市户籍人口1426.93万，60岁及以上老年人口367.32万人，占总人口的25.7％。65岁及以上老年人口245.27万人，占总人口的17.2％。70岁及以上老年人口169.13万人，占总人口的11.9％。80岁及以上高龄老年人口67.03万人，占60岁及以上老年人口的18.2％，占总人口的4.7％。100岁及以上老人1251人，其中男性282人，女性969人。 由上述数据可知，上海已经进入了老年化的时代。
老龄化与经济社会转型期的矛盾相交织，加剧了对养老服务的需求。养老机构越来越人性化的服务使之成为老年人养老的选择之一。作为养老院的管理人员，在养老结构中扮演着十分重要的角色，协调着机构中老人、家属以及护工间的关系。那么，在养老机构中，养老院管理人员都扮演着哪些角色？面临着哪些问题？他们所起的作用，管理者应关注的问题及如何解决。
