电子政务环境下区政府信息公开探析

Abstract
Government Information Publicity is one of the most important system of people’s democratic nation. It’s beneficial to maintain the public’s right to know and make the citizen participate in state affairs. And it’s the necessary condition for building the service government. As the development of economy and society, citizens have much more requirements on the depth and width of the publication of government Information, so electronic government affair platform has become a most important channel of government affairs openness. In this paper, we analyze the development status and the working effect of Information Publicity under the environment of electronic government. And then we put forward the corresponding solutions to the problems in order to meet the Government Information demand of the public and realize citizens’ right to know, to participate and to express. We also can provide some references about Government Information Publicity to other counties of Guangzhou or other provinces.

一、电子政务环境下花都区政府信息公开发展状况
花都区政府近年来在信息化建设中取得了不错的成绩，一直以来受到人们的广泛关注与好评。花都区政府门户网站由广州市花都区人民政府主办，广州市花都区人民政府办公室承办。在“2014年中国政府网站绩效评估”中，花都区政府网站排在了区县级政府网站第18名，位于上游，相比2012年25名进步了7名，并且是广州市当中取得最高排名的一个区。但看2015年12月8日公布的“2015年中国政府网站绩效评估”最新数据，花都区以62.3分排在43名，被越秀区赶超，而且广州市未有一个区进入前十行列。因此，对其经验及不足进行总结分析很有必要，可以为广州市其他区县级政府网站提供参考。
