Study of the old age social security problems under aging background in Shanghai
Abstract：Shanghai is the oldest national elderly population of the earliest area, Shanghai has been in the aging of steady development and started "two aging", and enter the fast aging stage. At the same time, providing for the aged is also undergoing tremendous changes. Building a mature social pension system become a urgent arduous task. This article main discussion according to the present social situation in which pension system, which can be improved, whether can let Shanghai off rob Peter to pay Paul dilemma, also is to get rid of pension fund gap quagmire. We must study for a new era of old-age pension fund management mode, the pension appreciation, and the comprehensive development and utilization of government information resources, is of great significance for the pension market etc.. No matter is the old-age home or community endowment, put to good use, can make the contribution for the elderly and the society, can reduce the burden of government.

一、 绪论：
（一）研究缘起
上海市是全国老年人口高龄化最早开始的地区，在全国范围仍处于由低速老龄化阶段转向高速老龄化阶段的时候，上海已经在老龄化平稳发展的同时开始了“二次老龄化”，并进入高速高龄化阶段。
这是一个悄然变化的事实，然而变化的速度又让人难以置信！1995年时，上海市65岁及以上的人口占全市人口的比重为11.5%；而到了2009年底，60岁以上老人占全市户籍人口22.5%， 65岁以上老人占全市户籍人口15.8%。据预测，到2030年前后，上海60岁及以上老年人口将超过500万，约占户籍人口的40％。在2000年至2030年这段时期内，高龄人口增长率将大大提高，绝对数将从2000年的29．9万人发展到2010年的59．1万人、2015年的80．6万人、2030年的204．7万人；高龄人口占总人口的比例将从2000年的2．27％发展到2010年的4．25％、2015年的5．67％、2030年的13．43％；高龄人口占老龄人口的比例将从2000年的12．40％发展到2010年的20．73％、2015年的26．25％、2030年的53．33％。到2030年，上海市高龄化将接近峰值。
